Explanation of 911 Emergency and Traffic Alert Program
Juan Gutierrez from B&C Electronic Engineering in Denver, Colorado explained the software solution that is designed to be easily and effectively implemented by local dispatchers and emergency traffic operations centers. The technology alerts the motoring public, including the deaf and people with hearing loss, of RESPONDING emergency vehicles in their area, via SmartPhones, PND's and GPS thereby reducing response times and the number of auto accidents involving 1st Responders and the motoring public.
The software features include:
· Map display showing affected areas, perimeters, date and time stampings.
· Download data from any CADD system using Geocoding.
· Streaming live data from emergency agencies to GPS navigation systems, smart phones and other mobile devices.
· A variety of alert mechanisms including digital, audible, and vibrate options ensuring that people with hearing loss receive alerts.
He also explained cutting-edge emergency vehicle tracking and alert system. This technology includes an Emergency Location Based Notification system for evacuations due to floods, hurricanes, tornadoes, WMD's, etc. as well giving Traffic Management the capability to set up a "Virtual Message" board anywhere and send vital traffic information related to auto accidents, road maintenance, street closures for events, races, etc. to motorist, and suggested alternate routes via GPS and SmartPhones, offering precise Geo Driving and Geo Routing experience. This software package includes the following features:
· Display only responding vehicles approaching from any direction.
· Display fire, police, and EMS icons.
· Downloading data from any CADD system using Geocoding.
· Streaming live data from emergency agencies to GPS navigation systems, smart phones, and personal navigation devices.
Freeway Operations Report
Oladayo Akinyemi from Michigan Department of Transportation (MDOT) reviewed developments at the MITSC since the October 2011 meeting. The MITSC will be moving across the street to a new building later in 2012. MDOT gained access to this building in January 2012 and has begun the process of moving the traffic operations center to the new building. The move will not be complete until July or August 2012.
Construction is expected on I-75 at 12 Mile Road for bridge repair in February 2012. This activity will begin February 2, 2012 and will involve lane closures on I-75.
Speed warning signs have been installed on I-75 between 8 Mile Road and 9 Mile Road. Travel time signs with dynamic messages are being displayed at 10 locations in the metro area. MDOT will be making an effort to get travel times displayed on metro Detroit freeways during 2012.
MDOT has been in the process of reinvention and this has resulted in some staff reassignments. Eric Mueller will be assigned to Traffic Engineering and Traffic Incident Management at the MDOT Regional Office in Southfield. He will become involved in the incident management activities in the region.
New contracts have been started for the Freeway Courtesy Patrol and the operation of the Intelligent Transportation Systems Center. The Freeway Courtesy Patrol has 10 new vans and safety displays on the vans are being updated. MDOT will be advertising the Freeway Courtesy Patrol services but the form of communication has not yet been resolved.
Plans for Partnering Workshop-March 15, 2012
The Traffic Incident Management Partnering Workshop has been scheduled for March 15, 2012 at AAA Michigan Headquarters in Dearborn, Michigan. The program is sponsored by the Intelligent Transportation Society of Michigan and is supported by MDOT, Southeast Michigan Council of Governments (SEMCOG), and AAA Michigan. The program will feature a freeway operations update, discussion of first responder safety, a discussion of sharing police resources for traffic incident management, the role of emergency medical responders, and an update best practices for tow services. There is no cost to attend, but reservations must be made on the SEMCOG website before March 5, 2012.
State-wide Traffic Incident Management Report
Angie Kremer from MDOT reported that MDOT has two (2) research contracts related to traffic incident management. One relates to best practices for emergency re-routing and the second relates to quick clearance in Michigan. The quick clearance research contract has completed a literature review and will include a survey of public perception of quick clearance and outreach to stakeholders.
MDOT has held the workshop on traffic incident management in the Metro Region and is planning a February 18, 2012 traffic incident management workshop in the Zilwaukee area focused on responder safety.
The Traffic Safety Summit in Lansing at the end of March will include a break-out session on traffic incident management.
MDOT will be conducting a tabletop exercise in Livingston County in the University Region.
Next Meeting
The next meeting for the Southeast Michigan Regional Transportations Operations Coordinating Committee is scheduled for April 13, 2012 at the Michigan Intelligent Transportation Systems Center.
